It is a commonly known fact that the donning of both top-hat and monocle invariably precludes one’s simultaneous smoking of a cigarette/pipe/cigar.

The exclusion of one/both of these accoutrements will negate the rule, as illustrated below.

As illustrated, the absence of monocle coincides with the absence of smoking apparatus.
